Notes	The City of Henderson, Nevada, is soliciting Proposals from qualified providers for a comprehensive AMI solution, including meters, associated AMI system technology, installation services, a meter data management system (MDMS) and a customer portal. The City will consider proposals for an entire turnkey solution or for specific component(s) of the solution that meet the functional and technical requirements set forth in this RFP and best meet the business needs of the City. The components are: (1) AMI system technology with metering equipment, (2) MDMS, (3) Installation services, and (4) Customer portal. The City shall implement a customer portal and advanced metering infrastructure (AMI) solution to optimize the meter reading process, customer service offerings, and water-use efficiency. AMI technology and a customer portal are key tools that will enable the City to identify water usage concerns and educate and empower customers to conserve water. It will also streamline billing/ payment functions and other water operations activities.

Bid Questions

Question

The cost proposal under HARDWARE states price out 3/4" meter only. Other sizes aren't listed. The City has purchased both PD and static meters over the past 5 years. What spec shall we cost out? Do they include any special connectors or bare wire?

Also, for the RF MIU's, will they be field spliced or utilize any special 3rd party connector?

Answer

Under hardware costs, the 3/4" meter line item is listed as an example only. Use appendix 2 to reference the full list of meters and list out all recommended meter sizes, types and quantities based on the scope of work.

Question	Who do I send the NDA to?
Answer	The NDA will be sent via Docusign by Amy Carpenter, Sr. Purchasing Analyst. Once the executed NDA is complete, the spreadsheet of critical infrastructure will be sent via Kiteworks.

Question	Considering the NDA requirements in order to get assets for a propagation study, would the City of Henderson be open to providing a 2-week extension on this RFP? Thank you for your consideration!

Question	The Activities tab within NGEM provides a date, time, Meeting ID, and Pass Code for Monday's pre-bid meeting; however a link (and/or URL) and telephone number are not provided. Can this tab be updated to include these items?
Answer	It is suggested to download the MS Teams App and utilize the meeting ID and passcode.

Question	Will the City allow multiple bids from the same vendor? For example, submitting a bid for full turnkey (all 4 components) and also providing options for one or more of the components as stand alone.
Answer	Yes, we will allow multiple bids from the same vendor. The proposals must be submitted individually, each one must be complete and not refer to others or it will be considered incomplete.

Question	When will information regarding the Pre-Proposal conference be released? I haven't seen it in any of the RFP Documents.
Answer	Please begin to familiarize yourself with NGEM. All the important dates are listed on the Activities Tab. The pre-proposal meeting is Sept 12th at 1pm.
