Question
1.        In the technical specifications it has the following statement that the Successful Bidder must have an approved engine test cell at their facility for these engines.
a.        Question: Does this apply to a bidder that is an authorized Safran Certified Maintenance Center (CMC) that sends the equipment to the manufacture that has the test cell to complete the overhauls?
Answer Successful Bidder does not have to have a test cell at their facility; however, the engine must be run through an approved engine test cell and provide test cell data and any other test results with delivery of items and as requested by LVMPD. All serviceable test and replacement criteria shall be based upon FAA and OEM parts manufacturer’s data. Please note that any bidder who does not have a test cell and will be shipping the engine to another facility for the test will still be required to deliver the engine within the specified delivery times as outlined in the bid and any costs associated with the sending the engine for testing will not be charged to the LVMPD. These additional shipping and testing costs should be included with your bid.
