The Reno-Tahoe Airport Authority (RTAA) has issued this Request for Qualifications (RFQ) with the sole purpose and intent of obtaining Statement of Qualifications (SOQ) submittals for comprehensive Executive Program Manager and Support Services (EPMSS) from experienced firms with demonstrated technical capabilities and aviation experience to provide Executive Program Management and Support Services for the RTAA’s MoreRNO program.
The MoreRNO construction program (MoreRNO) is the largest and most complex list of projects undertaken by the RTAA in its history. The centerpiece is the replacement of the 42-year-old “B” and “C” concourses. It is anticipated that MoreRNO will have a minimum of seven (7) major improvements or new builds over the next 7-8 years at an estimated cost of $1 Billion Dollars. Funding strategies include obtaining federal infrastructure grants, Airport Improvement Program (AIP) allocations, airport revenues, and financing from the issuance of airport revenue bonds. Projects included in MoreRNO are in various stages of planning, design, and construction.
The successful firm will provide a full-time Executive Program Manager (EPM) responsible for the oversight of MoreRNO throughout the life of the program. The EPM shall deliver program-level leadership and shall assemble a multi-disciplinary team (Support Services), together designated as EPMSS, experienced in program management services for MoreRNO, provide effective program management, advise the RTAA’s executive management team, present updates and prepare communications to the RTAA’s Board of Trustees, and discuss MoreRNO at outreach events throughout the community. The EPM will coordinate directly with RTAA departments regarding staff resource availability, document and reporting requirements, scheduling, project funding, budgets, risk and strategy management, stakeholder engagement, continuity of operations, and other program controls of MoreRNO.
The EPM will report directly to the Chief Executive Officer/President (CEO), and work in close relationship with the Chief Planning & Infrastructure Officer (CPIO) for day-to-day work to provide effective leadership and management ensuring the successful completion of planning, design, procurement, construction, and commissioning of MoreRNO in compliance with the approved scope, schedule, and budget, and with the expected level of quality. The RTAA will provide office space for the EPM and support services within a two-mile radius of the airport.
The EPMSS team will interface with external partners including, but not limited to, programming and design consultants, construction contractors, technology integrators, RNO stakeholders, as well as the ConRAC public-private partnership team. The preferred project delivery method for vertical construction is Construction Manager at Risk (CMAR).
