THIS SOURCES SOUGHT NOTICE IS ISSUED SOLELY FOR INFORMATIONAL AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. No formal solicitation documents exist at this present time. Responses to this Sources Sought notice will be utilized by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought notice, a solicitation announcement may be published via SAM.gov | Contract Opportunities.



This notice constitutes market research for a NAF Concessionaire Requirement for Tumbling Classes.



DESCRIPTION OF SERVICES:



The contractor shall teach and train Youth in Tumbling, a form of gymnastics performed without props or equipment; common moves performed include flips, somersaults, tucks, handstands, and handsprings.



Classes will be held on the following days/times:

Mondays (One class per week) 1700-1945

Thursdays (One class per week) 1700-1945



The place of performance for the contract will be at Nellis Community Commons, 4311 N. Washington Blvd Ste 101, Nellis AFB, NV 89149, B.312.



SUPPLIES AND EQUIPMENT:



1.NAFI shall furnish six (6) red all-purpose mats and one (1) incline mat dedicated to Contractor use only. Contractor may use up to an additional four (4) red all-purpose mats as needed with NAFI coordination and permission.



2. Contractor shall be responsible for providing all necessary cleaning supplies to include disinfectants, detergents, dusters, etc. to clean and sanitize before and after each use of the mats provided.



3. NAFI will supply copies of Contractor documents required of students to complete the Community Commons membership/registration.



CONTRACTOR ACCEPTANCE CRITERIA:



1. Provide Tumbling Skills Chart that your organization follows.



2. Provide a lesson plan/criteria to be taught and include how the tumbling skills chart will be incorporated.



3. Provide a list of tumbling mats, in order of priority. **NOTE** Not a guarantee or promise they will be purchased.



4. Provide schedule of classes to be held during the allotted date/time.



5. Provide list of sanitizing and cleaning process.



6. Provide any certifications, awards, medals, etc. held in the field.



SPECIAL REQUIREMENTS:



1. Contractor, all employees, and patrons (students and families) shall follow all Federal, State of Nevada, and Nellis Air Force Base guidelines regarding COVID-19 and any other infectious diseases, including but not limited to, wearing of face coverings, handwashing/sanitizing, sanitizing any and all equipment being used, practicing social distancing, limiting number of patrons indoors, etc.



2. Contractor agrees to a National Agency Check (NAC) which must be obtained for all contractors and their employees that are working with minors. The NAFI is responsible for the cost of the NAC. If the NAC is unfavorable, then this contract is terminated immediately. However, any services performed under this contract will be paid to the contractor based on the schedule of services and compensation. Until the NAC has been completed and a favorable report is obtained, the contractor must always be in direct sight of an employee that has a completed NAC.



3. NAFI shall provide Contractor with appropriate documents for completion within 48 hours of notification of potential new instructor. NAFI shall not be responsible for completing any of the personnel documents for the Contractor. NAFI shall submit the returned documents to the appropriate Base Security Office for processing within 48 hours of receipt.



4. NAFI and Contractor shall communicate via e-mail and/or text between NAFI manager and the Contractor signor or designee only.



5. NAFI requires current copies of Contractor’s Liability Insurance, Certified Instructor Certifications, and Cardiopulmonary Resuscitation Certifications of all instructors.



6. Contractor shall submit required documents within one (1) week after date of request.



7. Contractor shall be responsible for their own roster and waitlist. Contractor shall provide roster by the 25th of the current month for the next month.
