Description


This is a Sources Sought only. As part of its Market Research, NCO 21 is issuing this RFI to determine if there exists an adequate number of qualified interested contractors capable of providing fire alarm services as further described in the draft Performance Work Statement (PWS). The Government may use the responses to this RFI for information and planning purposes. The draft PWS describes only the currently contemplated possible scope of work and may vary from the work scope in a final PWS included in any Request for Quote (RFQ). The contractor will be providing fire alarm upgrade and system testing services for the Las Vegas VA Medical Center, 6900 N Pecos Rd, North Las Vegas NV, 89086.

There is no solicitation document as this time. The NAICS is 238210 Electrical Contractors and Other Wiring Installation Contractors, with Small Business size of $19.0M. NOTE: Please ensure that System For Award Management (SAM) (www.sam.gov) indicates this NAICS code if you are interested in the requirement.

Indicate prior experience for same/similar service in these geographical areas. If the experience is through government contract, please identify the contract number.
Are you a certified and authorized vendor to perform fire alarm services, including maintenance services?
If you will rely on a subcontractor to assist with performance, please clearly identify what functions your company will perform versus those of the subcontractor(s). When responding to the preceding questions, avoid using teaming language, e.g. Team ABC has 20 years of experience or Team ABC has placed 15,000 staff. Clearly identify what functions/experience/resources your company has and will be able to perform independently of a subcontractor. Ambiguous responses that lack clarity will affect the Contracting Officer s ability to determine if your company is a viable source for this requirement.

Before responding please carefully read and consider the following:

As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The Service Contract Act will apply.

Performance Work Statement
Fire alarm system upgrade.
SCOPE OF WORK: The EST Certified contractor shall provide all personnel, equipment, tools, materials and equipment to upgrade the existing EST III fire alarm system to an EST IIII version.at Las Vegas VA Medical Center, 6900 N Pecos Rd, North Las Vegas NV, 89086.

SPECIFIC REQUIREMENTS:
The Existing EST-3 Fire Alarm System will be upgraded to an EST-4. Twenty-One (21) New CPU s will be installed along with all necessary components to fully upgrade the Fire Alarm System to an EST-4 Network. All existing cable and circuiting will be reutilized including all 120vac emergency power. The existing Fireworks Graphics System will be reprogrammed to receive points from the newly upgraded Fire Alarm System. All System Pre and Acceptance and re-Testing projections are based on having Full Facility Accessibility and Standard Testing Practices. The system shall be tested upon upgrade completion for proper operation.

HOURS OF WORK AND SCHEDULING: Work shall be scheduled during normal. Monday thru Friday 7:30 am till 4:00 pm as to minimize interference with patient care.

QUALIFICATIONS: All work for the duration of the contract shall be performed by qualified, certified and or licensed personnel. Based on the Nature of the work.

COMPLIANCE: The contractor shall be fully responsible for compliance with all VA, local, state, and Federal environmental/occupational safety laws, rules and regulations. The contractor shall follow life and safety codes, and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel and patients. The contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working processes.

PERSONNEL QUALIFICATIONS/EXPERIENCE CRITERIA: Contractor personnel shall have the following qualifications, but not limited to:

The contractor shall provide a Lead Technician to oversee all contract personnel with documented experience implementing large scale projects equal to, or greater than, the scope of this project.
