COMBINED SYNOPSIS/SOLICITATION





This is a combined synopsis/solicitation, which is expected to result in an award of a “Firm-Fixed Price” contract for non-personal services, Five (5) Year Indefinite Delivery Indefinite Quantity (IDIQ) Neurophysiological Monitoring Equipment and Operating Technologist Services. The combined synopsis/solicitation is prepared in accordance with the procedures in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation is conducted as a commercial item procurement using Simplified Acquisition Procecures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. All proposals will be technically evaluated based off Attachment 1 Performance Work Statement (PWS) and Attachment 2 Price Work Sheet. The government will reject all proposals with the statement “Quote/Proposal is in accordance with the Performance Work Statement (PWS).” All proposals shall be required to be itemized for technical evaluation in accordance with the PWS. If Attachment 2 – Price Worksheet is not filled out, your proposal will be rejected and deemed technically unacceptable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable.

Questions submitted after the aforementioned cutoff date will not be reviewed or answered. Answers will be provided by Thursday, 13 July 2023 at 10:00 AM PST.



Offer Due Date. Offers are due on Monday, 31 July 2023 at 10:00 AM PT. Only electronic offers submitted via email will be considered for this requirement. Submit offers to Avery Irwin at avery.irwin@us.af.mil.

Proposals MUST also contain a complete description of item(s) offered to clearly show item(s) meets or exceeds the requirements listed above. The Contracting Officer will review proposals based on the factors listed in this solicitation and the information furnished by the offeror. Before price is considered, the quotation must meet the technical requirements.

Emails with compressed files are not permitted. Note that email filters at Nellis Air Force Base are designed to filter emails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Nellis. Upon award, any provisions that were in the solicitation (including representations and certifications) will be removed from the award document.
