The 99th Contracting Squadron intends to award a sole source IDIQ (Indefinite Delivery Indefinite Quantity Contract) to Biomerieux of 515 Colorow Dr. Salt Lake City, UT 84108 under the authority of AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). The 99MDG Mike O’ Callagham Military Medical Center requires BioFire reagents and test kits to support the 99th Medical Group's laboratory

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the closing date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source award.

The following is a statement of the contractor’s unique qualifications and why the nature of this acquisition requires the use of the authority cited above: Biomerieux is the only producer and distributor of the BioFire reagents/test kits. The BioFire reagents/test kits, that are required by the 99MDG, because they are the only reagents/test kits that are compatible with the BioFire Film Array system that has been owned and operated by the 99MDG since 2017. The BioFire Film Array System was chosen for its fully automated, rapid testing capabilities and the fact that it also provides for test results from a variety of samples, including blood, stool and sputum but also, most notably CSF (Cerebrospinal Fluid). These results are used in the scheduling, diagnosis, medication administration and treatment of patients by providers. The laboratory already owns the BioFire Film Array system. The reagents/test kits used in the BioFire Film Array are only available from the Biomerieux.
