Contract Opportunity

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Blanket Purchase Agreement (BPA) from this solicitation. Please reference Attachment 3 SF1449 for additional details regarding the BPA.

This requirement is five (5) years from establishment of the BPA(s) - with a Period of Performance (PoP) of five (5) years. The Government intends to establish up to three (3) separate BPAs with three individual contractors, where contractors may be rotated to spread the business for services; however, the Government also reserves the right to establish less than three (3) BPAs, or none at all. Contracts awarded off of the BPA will be made to the responsive offeror whose offer will result in the best value to the government, with price and delivery being the considerations. This is an "all or none" requirement and will be awarded on one agreement. Multiple contracts/agreement will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated.

1. The solicitation number is FA486124Q0006. This solicitation is issued as a Request for Quote (RFQ). A Firm Fixed Price type contract will be awarded.

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06, effective 4 December 2023.

3. This combined synopsis/solicitation is being issued as Small Business set-aside, and the associated NAICS code is 813110, Small Business Size Standard $13.0M.

5. Offeror’s shall provide a completed Price List (see “Attachment 2 – Price List”).

6. Period of Performance: 1 January 2024 to 31 December 2028

7. QUESTIONS AND ANSWERS:

All questions must be submitted via email to Nathan Doebler nathan.doebler@us.af.mil. The deadline for submitting questions is Monday, 18 December 2023 at 10:00 AM PST. Questions submitted after the aforementioned cutoff date and time will not be reviewed or answered. Answers will be provided by Wednesday, 20 December at 2:00 PST. All responses to questions will be posted to SAM.gov for viewing.

8. Offers are due no later than Friday, 22 December 2023 at 10:00am PST. Only offers submitted electronically, via email, will be considered for this requirement.
