This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. The solicitation number is FA486123R0010. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded.

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01, effective 1 December 2022

3. This combined synopsis/solicitation is being issued as Small Business set-aside, and the associated NAICS code is 562991 Septic Tank and Related Services, Small Business Size Standard $9.0M.

4. Offeror’s shall provide a completed Bid Schedule (see “Attachment 1 – Price List”).

CLIN 0002 – Base Ordering Period Special Events – 16 March 2023 through 15 March 2024

CLIN 1002 - Ordering Period 1 - 16 March 2024 through 15 March 2025

CLIN 2001 – Ordering Period 2 - 16 March 2025 through 15 March 2026

CLIN 2002 – Ordering Period 2 – 16 March 2025 through 15 March 2026

CLIN 3001 – Ordering Period 3 - 16 March 2026 through 15 March 2027

CLIN 3004 – Ordering Period 3 – 16 March 2026 through 15 March 2027

CLIN 4001 – Ordering Period 4 - 16 March 2027 through 15 March 2028

5. The contractor shall provide service to furnish, clean, sanitize, and maintain contractor furnished chemical toilets to meet the requirements of the SOW, and Service Delivery Summary (SDS). Contractor shall have available units for long-term monthly rentals and short term/special order rentals upon request, given adequate notification, regardless of number. All portable chemical toilets and restroom trailers shall be paid and rented monthly.

6. Delivery Schedule: 16 March 2023 through 15 March 2024, with 4 additional option years (2023-2028)

7. QUESTIONS AND ANSWERS:

All questions must be submitted via email to Rachel Tilley at rachel.tilley.1@us.af.mil. The deadline for submitting questions is Friday, 27 February 2023 at 10:00 AM PST. Questions submitted after the aforementioned cutoff date and time will not be reviewed or answered. Answers will be provided by Wednesday, 1 March 2023 at 2:00 PM PST. All responses to questions will be posted to SAM.gov for viewing.

Offers are due no later than Tuesday, 6 March 2023 at 10:00 AM PST. Only offers submitted electronically via email will be considered for this requirement.
