Industry Day & Sources Sought Notice for 152nd AW Public Address System Upgrade/Replacement

THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP).

This is a sources sought announcement only. This sources sought is for acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the government for reimbursement. Respondents will not be notified of the results of any government assessments.

Industry Day: A pre-solicitation site visit has been scheduled for Wednesday, 24 April 2024 starting roughly around 10:30 AM PDT at the Reno Nevada Air National Guard Base located at 1776 National Guard Way, Reno NV 89502. Participants must complete the attached Site Visit Request Form in order to attend. The 90% draft Performance Work Statement has been attached to this notice for information purposes only. Participants will meet at the Reno Airport Cell Phone Waiting Lot at 1198 National Guard Way, Reno NV, which is west of the base. Please be at the Reno Airport Cell Phone Waiting Lot no later than 10:00 AM PDT to be escorted to the NV Air National Guard Base.

PURPOSE:

The Nevada Air National Guard, 152nd Airlift Wing is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of capabilities, interest, and qualifications; to include the Small Business Community for completing the work effort relative to upgrading, replacing and installing a new public address system at the Nevada Air National Guard Base. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The Government must ensure there is adequate competition in making appropriate decisions. The type of set-aside acquisition will depend upon the responses to this sources sought.

NO SOLICITATION EXISTS AT THIS TIME.

The Nevada Air National Guard, 152nd Airlift Wing, anticipates a requirement for a firm fixed-price purchase order for the requirement.

The Contractor will be responsible for the following activities/items under the proposed contract:

This requirement is performed at the Reno Nevada Air National Guard Base located at 1776 National Guard Way, Reno NV 89502 in Washoe county. The scope of work is to work effort relative to upgrading, replacing, and installing a new public address system throughout all interior and exterior buildings at the base.

The plan will include the design of new/replacement of the existing system, removal of the old system, install of the new commercially available system and testing/operational usage across the entire base which includes interior and exterior systems.

This requirement is expected to be solicited under NAICS 334310, Audio And Video Equipment Manufacturing, PSC: DH01, It And Telecom - Platform Support Services: Database, Mainframe, Middleware (Labor).

CAPABILITY STATEMENT TO SHOW INTEREST AND INTENT:

Respondents interested in performing the proposed project as a prime contractor should submit a capability statement for consideration that include the following (in A through I):

A. Offeror’s name, address, points of contact with telephone numbers and e-mail addresses.

B. UEI and CAGE Code

C. Are you a small business under this NAICS Code?

D. Business size/ classification to include any designations (Small Business, HUBZone, 8(a), Women Owned, Service-Disabled Veteran Owned, etc.)

E. A Statement of Capability (SOC) stating your skills, experience, and knowledge to perform the specified type of work as described above. This SOC should be brief description of your company’s capability. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. The potential offerors should provide brief references of relevant work they have performed and the magnitude.

F. Please provide up to three (3) projects of similar scope or size completed within the last ten (10) years, or two (2) projects completed within the last ten (10) years and one (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor. Please include the Project Name, Contract Number (if applicable), year completed, Prime Contractor or Sub-Contractor, Type and percentage of work self-performed (based on contract value), dollar amount, and general description of project.

G. Indicate whether your company will perform the work directly or intends to subcontract the work. If subcontracting, identify the percentage of work to be subcontracted. Identify the percentage of work your firm may be capable of directly performing.

H. If this requirement is advertised, do you anticipate submitting an offer?

I. Any other information that would assist in determining your company’s capability in performing the described construction work. Estimated cost based on your viewpoint, approach and experience.

This sources sought special notice is effective through Federal Acquisition Circular 2024-03 effective 23 February 2024, Defense FAR Supplement Publication Notice effective 26 March 2024, and Army Federal Acquisition Regulation Supplement (AFARS) effective 4 March 2024. It is the contractors' responsibility to be familiar with applicable clauses and provisions.
