Las Vegas Valley Water District invites qualified firms or individuals (Bidders) to submit Bids for Leak Protection Services.
The Las Vegas Valley Water District (District) is a not-for-profit public utility that has been providing water to Las Vegas Valley residents since 1954. Today, District delivers reliable, quality water—treated and tested at state-of-the-art facilities—to more than 400,000 customers. Additionally, District operates small water systems in the communities of Blue Diamond, Jean, Kyle Canyon, Laughlin and Searchlight.
Of the three major categories of outdoor leaks, main line failures are consistently the most expensive to repair. As a result, customers will often leave them unattended, paying higher water bills due to an inability to absorb the cost of rectifying the problem. To address this issue, District is contemplating providing a leak protection service to all existing and new single-family customers. Understanding that there is an inverse relationship between the size of the coverage population and the per-account cost for coverage, District is exploring a structure in which all single-family residential customers (current base of ~375,000) are automatically “opted in” to the protection program. For the first 12 months following initiation, District will absorb all premiums associated with the program. At that point, and with ample notification, the costs will be conveyed to customers as a line item on their water bill. Customers will have three months from notification to “opt out” if so desired. Customers will be informed that, should they choose to discontinue coverage, they will not be entitled to any relief from District, which currently operates a Property Owner Leak Adjustment program.
It is anticipated that the selected Provider will receive a significant volume of claims during the first year, reducing initial profitability. However, with much of the existing inventory cleared, claims are projected to decline significantly in subsequent years, while it is unlikely that a significant percentage of customers will opt out of the program.
