Question
The estimated budget for this contract is $250,000 per yearly contract period. At 32,000 units per year, this computes to $7.8125 per unit tested. How was the budget computed for this project at $7.81 per backflow unit tested?
Answer When the current contract was bid, we did not have 32,000 units for inspection. When the District budgets for a fiscal year, it bases the new budget on the past period cost of inspection from the current Provider plus any infaltionary increase that we anticpate. The $250,000 figure that you are referencing is an estimate only.

Question
Does Owner require copies of the City of Las Vegas and Clark County business licenses at the time of the bid submittal?
Answer This requirement will be treated like the Disclosure of Ownership and Principals form. The selected Bidder will have 24 hours to provide copies of the licenses to the Owner after a request is made. This will appear as a new Response Attachment in that bid tab.

Question
Can Owner provide up to date gate codes for backflow devices that are in a gated location?
Answer Owner will provide the current gate code that we have on file. Unfortunately, Owner cannot provide the same universal gate openers that are used on Owner’s trucks to get into gated communities since these are only authorized for use by Police, Fire Departments, and other emergency vehicles.

Question
What is the meaning of Lowest Responsive and Responsible Bidder? Can a bidder be awarded if a higher price, but has more capability to complete the work?
Answer Yes, we look at past and current performance of the low bidder for a solicitation. If their performance in the past has been poor, then we'll consider the next lowest bidder.

Is there an anticipated timeline, start date and end date for the work to be done?
Answer We are anticipating a start date of 4/1/23. The amount of backflow devices shown on this bid are to be inspected once throughout the yearly period. The Backflow Department will issue a weekly list of backflow devices that will need to have their yearly inspection done. All inspections will be coordinated by the Backflow Department with the Provider to ensure a timely process.
