Scope of Work:


The Nevada System of Higher Education (NSHE) designs, installs, operates, and maintains a statewide data and video network known as NevadaNet and requests proposals for a 40-Gigabit Ethernet Commodity Internet Service delivered to one of the following location options:


1) 1664 N Virginia St, Reno, NV 89557 (UNR Campus – Computing Center – Bldg. 133)


2) 200 S. Virginia St., Reno, NV, 89501 (Suite 435, Rack RR001.02)


3) 220 Gardner St., Reno, NV, 89503 (Rack RR208.05)


Required and Mandatory Specifications of Service



Provide either a 40-Gigabit or a 100-Gigabit Ethernet handoff to support 40-Gigabits of throughput bidirectionally with no floor. Service will be provided with full capacity bidirectionally available, without errors, a minimum of 99.9% of the time during each calendar month.

Proposals must include all one-time charges, and ongoing recurring charges for 3-year and 5-year contract periods. Proposals must include all costs to deliver the service to the exact location in the listed options above; this would include any jumper and cross connect fees.

Service must provide the ability to blackhole traffic via a BGP community.

Service must support full IPv4 and IPv6 BGP peering

Service must support jumbo frames (9216 bytes) to support a 9000-byte L3 MTU

The service provider must provide a /30 IPv4 subnet as well as a /126 IPv6 subnet to support the BGP sessions.

The handoff at the determined demarcation point must be via fibers terminated with LC connectors.

Service provider is responsible for installation, surveillance, security, maintenance, and operation of its equipment and infrastructure on its side of the mutually agreed upon demarcation point, which is to be determined prior to the award of the contract.

The successful respondent must provide full support and complete coordination between NSHE, subcontractors, and all other pertinent entities in making the service fully operational.

The successful respondent must provide NSHE with all information necessary to ensure the service functions as required with all connected NSHE equipment at the point of demarcation.

As a note, SCS is a member organization of The Quilt. If the service provider is also contracted with Quilt, all pricing provided in the proposal should reflect Quilt negotiated pricing or better.





The 40-Gigabit Ethernet Commodity Internet Service must be completed no later than June 30, 2023.

Proposals in response to this RFP shall be valid for a period of (90) days from the due date of the proposal.




Respondents are required to submit a proposal based upon the Statement of Work and RFP Requirements as presented under the Attachments Tab. Provide all required information as attachments in the Response Attachments section of this RFP.


Provide a customer service manager or account executive that is reachable by email and telephone during normal business hours in the Pacific Time Zone to resolve post award contract initiation and performance issues.

Failure to supply required information may be grounds for disqualification of the RFP response.
