Description

The Veterans Benefits Administration (VBA) and Reno Regional Office, requires a service agreement (base plus four option years) for the maintenance and repair of our access control, physical duress buttons, and closed-circuit TV camera systems to support the RO’s mission and ensure the safety of our personnel and security of our facility. Contractor is to provide service/maintenance and emergency repair for all equipment needed for controlling physical access, video monitoring of the facility, and employee duress systems, located at 5460 Reno Corporate Drive, Reno NV 89511. The system is a standalone system and not connected to the network.



NOTE: Contractor must be C-Cure certified for the designated region or approved federal requirements and provide certification letter at the time of solicitation, along with signed certification they can meet the Limitations of Subcontracting requirements.



SCOPE OF WORK



The service agreement (SA) will provide for full repair or replacement, to include labor costs, of the Covered Components listed below:




  1. IP04-08T0-R2A-E Head End (1 unit)

  2. iSTAR Ultra SE, w/enclosure, no PSU (16 units)

  3. Access Controlled Doors (28 units)

  4. Duress Buttons (6 units)

  5. Closed-Circuit TV IP Cameras (13 units)

    1. Illustra Flex 3MP Mini-dome, 2.8-12MM, item IFS03D1OCWIT (12 units)

    2. Illustra Flex 8MP Mini-dome, 3.4-9MM, item IFS08D2OCWIT (1 unit)





The SA will provide for a 4-hour response time upon request for emergency service calls, with 24-hour/7 days a week customer service and technical support for emergency requests. Calls received in the AM will be responded to the same business day in the PM, while calls received in the PM will be responded to the next business day in the AM. Priority status will be given with respect to scheduling of technicians for service calls.



The SA will provide for an annual system check of all Covered Components above, as detailed below:



Annual System Checks:



For Access Control and Video Systems Host/Server and Field Devices




  1. Annual C-Cure 9000 SSA License Agreement included with the Service Agreement

  2. Verify and document version of software packages used

  3. Examine system logs and audit files for potential problems

  4. Check hardware resources

  5. Check hard drive space

  6. Check hard drive health

  7. Check memory allocation

  8. Check backup procedures and ensure they are running as scheduled

  9. Check network utilization

  10. Check that Anti-Virus and Anti-Malware status are enabled

  11. Check Firewall status

  12. Check and ensure Date and Time are accurate

  13. Check that panels are in communication with the server

  14. Test all ACS doors for valid access

  15. Test locking hardware for proper operation and report failures

  16. Provide 24-hour labor for re-wiring panels, labeling and as-built drawings



For Video Management Systems Checks






    1. Exact Annual SSA included with the Service Agreement

    2. Verify cameras are online and recording

    3. Check views for accuracy and focus

    4. Verify cameras are time synced with the server

    5. Clean camera enclosure (Lift Rental Fee NOT included)

    6. Check PTZ camera functionality (If Applicable)





For Duress Buttons




  1. Check and test all duress buttons (6) with Mega Center

  2. IDS panel NOT covered under SA
