This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. The solicitation number is FA486123R0014. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded.

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, effective 16 March 2023.

3. This combined synopsis/solicitation is being issued as Small Business set-aside, and the associated NAICS code is 611620-Sports and Recreation Instruction, Small Business Size Standard $9.0M.

4. Offeror’s shall provide a completed Price List (see “Attachment 1 – Price List”).

Below is the contract line-item number (CLIN) breakdown:

CLIN 0001 – Ordering Period 1- 10 April 2023 through 09 April 2024

CLIN 0002 - Ordering Period 2 - 10 April 2024 through 09 April 2025

CLIN 0003 - Ordering Period 3 - 10 April 2025 through 09 April 2026

CLIN 0004 – Ordering Period 4 – 10 April 2026 through 09 April 2027

CLIN 0005 - Ordering Period 5– 10 April 2027 through 09 April 2028

5. To furnish all labor, tools, parts, materials, and transportation necessary to provide certified sports referees, trained scorekeepers, and timers for all scheduled adult intramural, varsity, recreational sports, and youth program sports in accordance with commercial standards and Nellis AFB bylaws.

7. QUESTIONS AND ANSWERS:

All questions must be submitted via email to SSgt Ulysses Hernandez at ulysses.hernandez@us.af.mil. The deadline for submitting questions is Tuesday, 28 March 2023 at 10:00 AM PDT. Questions submitted after the aforementioned cutoff date and time will not be reviewed or answered. Answers will be provided by Friday, 31 March 2023 at 3:00 PM PDT. All responses to questions will be posted to SAM.gov for viewing.

Offers are due no later than, 04 April 2023 at 12:00PM PDT. Only offers submitted electronically via email will be considered for this requirement.
