Notice of Intent to Lease Space Using Other Than Full and Open Competition
The Transportation Security Administration (TSA) intends to award a lease, subject to the availability of funds, using other than full and open competition for the purpose of expanding its training footprint and to better accommodate TSA employees throughout the country. In order to meet these goals TSA established a requirement to create all aspects for a TSA Academy in the western part of the United States.

The original Government requirement included between 15,000 – 20,000 SQFT of on-airport administrative and Training space to be converted to a training checkpoint, access to TSA emerging checkpoint technology and access to checkpoints processing the flying public within a federalized airport. Additionally, 20,000 – 25,000 contiguous RSF is needed for classrooms and administrative space and must be within 4 driving miles of the Innovative Checkpoint on-site at Terminal 3 within the Harry Reid International Airport (LAS) terminal, and all services, supplies, utilities, partitioning and tenant alterations must be included as part of the rental consideration. The proposal under consideration is to proceed with a 10-year with a 5-year firm term lease. Additional requirements are to have sufficient parking for visitors.
The Government is interested in considering alternative space if economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. All offers should be aware that the Government will consider the cost of all services, supplies, alterations, etc., when deciding what is the most advantageous for the agency mission.
A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TSA will not reimburse for any costs incurred by interested parties in providing a notification of interest and/or capability statement in response to this posting.
