Description

This is a combined synopsis/solicitation for a commercial supplies and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.



This solicitation is issued as a request for quote (RFQ) in accordance with FAR Part 12 and 13. All responsible source(s) solicited may submit a quote that shall be considered. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This combined synopsis/solicitation incorporates the provisions and clauses that are in effect in the Federal Acquisition Regulation and applicable supplements on the date this solicitation was issued. In order to be considered for award, vendor must adhere to all quotation requirements detailed herein. Submit written quotes in reference to all required items contained in this Request for Quote (RFQ).



This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08 effective 23 September 2022, Defense Federal Acquisition Regulation, effective 29 September 2022, and AFARS #2022-0909 effective 09 September 2022.



The NAICS code for this requirement is 238220 - Plumbing, Heating, and Air Conditioning Contractors and the applicable size standard is no more than $16.5 million. The Product Service Code (PSC) designation is N045 - Installation Of Equipment- Plumbing, Heating, And Waste Disposal Equipment.



Evaluation of the quote will be based on price only with conforming technical approach: meaning that the government will have reasonable assurance that the proposed contractor is fully capable of meeting the requirement of the performance work statement, delivery terms are minimum, product meets all required characteristics, attend site visit and met J&A digital control systems; award will be made to the vendor whose response represents the Best Value to the government. **NOTE** Please see the FAR clause 52.212-2 – Evaluation – Commercial Items for full evaluation information and included addendum.



This acquisition has a Defense Priorities and Allocations System (DPAS) rating of: None

Quotations received after solicitation close and/or incomplete quotations that do not contain all of the stated solicitation submittal requirements will not be considered for award. Vendor quotations shall be valid for at least 90 days after the solicitation close date. All other inquiries or questions resulting from this combined synopsis/solicitation, shall also be directed to the point of contact listed above.



Description: The 152 Civil Engineering Squadron from the Nevada Air National Guard has a requirement to provide Building 84 with proper cooling through the removal of the existing faulty system and installation of a new fully functional chiller system. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform the removal and disposal of the existing Air-Cooled Chiller and to install a new Air-Cooled Chiller, as defined in this PWS. The 152 Mission Support Group Contracting Office intends to award a Firm-Fixed-Price contract for these supplies and services.



0001 Building 84 Chiller:



A new 460/3/60 properly sized air-cooled chiller (Approx. 40-55 ton) with redundancy in compressors/multi circuit (Must meet or exceed ASHRAE 90.1-2013). The new chiller must operate at temperatures between 125°F to 0°F (Freeze protection required) and include the following: Low ambient, Low sound fan, Neoprene Isolators, High ambient kit, flow switch, service isolation valve, single-point supply terminal block, control transformer, cUL/cETL listing, ASME pressure vessel & associated codes and coil guards, ALC controls interface. The new chiller system must have local support in terms of a local supply chain for parts, and local certified technicians available to service the equipment. Minimum 1-year warranty on parts to include compressors and run low ozone depleting refrigerant (R-410A). BACnet controller. IAW PWS NOTE: The requirements in DFARS 252.211-7003, Item Identification and Valuation, are applicable for this line item. The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent.



0002 Incidental Labor:



Non personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to replace chiller IAW the PWS. Disconnect and remove (to include rigging and crane) the existing air-cooled chiller. Install, commission and test the new air-cooled chiller. Provide training. IAW the PWS

Performance of all incidental services within the performance work statement shall be completed within 30 days of deliverance.



The base access form for the awardee must be provided in advance, 10 business days prior to the performance or site visit, in order to ensure access to the military base. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the base. This information will be provided to the Base Security Forces who will authorize your entrance to the site.

a. Date: 28 October 2022



b. Time: 2:00 PM PDT



c. Location: 1776 National Guard Way Reno NV 89502 - Bldg 88 – Civil Engineer Squadron - Room 25 (First building to your left as you enter the base).



Coordination and base access will convene at the Reno Airport cellphone waiting parking lot to be escorted on to the base on the site visit. Please be at the parking lot no later than 1:45 PM PDT to receive the escort. All General Contractors and Subcontractors that will attend the Site Visit shall completely fill out the base access form for each member in attendance and provide to the appropriate office as per the instructions on the form no later than 10 days before the event.



Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation. No contract award will be made until appropriated funds are made available.
